It takes that extra layer of abstraction, called the state, to shield perpetual takers from the wrath of the tribe.
With the state, the takers can claim they actually were doing stuff, and no one can or will verify.
With the state, the takers can say "I'm not stealing your caribou, I'm taking my share of the collective government caribou" - never acknowledging that the government doesn't actually hunt any caribou.
The state is a shield between exploiters and direct consequence.
Which . .. you know . .. is good for exploiters, but we've already covered that.

You're going out of your way to avoid the simple fact that tribes can directly hold members accountable, and therefore don't have 44% of their members demanding the other 56% hand them stuff.
You need a modern state to pull that off. Any traditional tribe that only had half its member's contributing is gone.
