You don't have to post a bunch of passive-aggressive hypotheticals, tribes still exist.
You're going out of your way to avoid the simple fact that tribes can directly hold members accountable, and therefore don't have 44% of their members demanding the other 56% hand them stuff.

You need a modern state to pull that off. Any traditional tribe that only had half its member's contributing is gone.
