Funny, because I live near inner city blacks who are great neighbors, and fully literate as well. (Most of my neighbors are Hispanic and don't speak much English, but walk over to offer advice and lend me tools when they see me struggling with something.) I also live kitty-corner to a black church that sometimes has some absolutely destitute city blacks in attendance, and my interactions with them mostly involve them complimenting my wife and I on the work we've done on our yard.

Apparently, a full third of MD's manufacturing is located in Baltimore. Plus, it is a port city. Imagine how much money they could make with proper investment in development.

A free and open society with free and open markets will have winners and losers, and wins and losses will get amplified. To mitigate the negative aspects of this reality requires some investment in QOL improvements for losers.
