What do you mean by "government-sanctioned?" Be specific and I'll try to answer.
I mean a personal contract, not going through a government-approved mediary.

Mortgage - Licensed Broker, Licensed Lawyer/Actuary
Auto - same
Rental - same
Marriage - Contract licensed by the state

Try drawing up an actual contract on your own computer (as a private citizen without a license of some kind), having someone else sign it, and putting it through the court system.

The government does not "approve" most contracts. They only enforce them in civil disputes.

But in family courts, they often violate the contracts when it suits the mother, just as they violate the father's civil and constitutional rights, or even due process obligations routinely, whenever those things also suit the mother.

It's worse in some places than others, but the family courts in America are a fucking abomination.

The only "government-approved" contracts are the ones you enter into with the state.

Like I said, try enforcing a contract, without a government-sanctioned party involved. Anywhere.
