It's just a vague promise and it's not in the written deal. These are the four points:

1. The United States and the DPRK commit to establish new US-DPRK relations in accordance with the desire of the peoples of the two countries for peace and prosperity. (DPRK stands for the Democratic People’s Republic of Korea, the formal name of North Korea.)
2. The US and the DPRK will join their efforts to build a lasting and stable peace regime on the Korean Peninsula.
3. Reaffirming the April 27, 2018, Panmunjom Declaration, the DPRK commits to work toward the complete denuclearization of the Korean Peninsula.
4. The US and the DPRK commit to recovering POW/MIA remains including the immediate repatriation of those already identified.

I think Trump threw in the War Games promise at the last minute to have something he can take away without breaking the actual deal. They just had one of those big regular exercises so I think it's pretty far to the next scheduled one. Long enough to ascertain if the Norks are serious about the deal this time. I think it is a big win that Trump didn't give them any material pay this time. All the stuff promised can be taken away unlike tons of rice and money as is the usually traded gods for promises in the past.

I respectfully think you're giving the Donald too much credit.....not so sure how sincere he is on bucking the system....tariffs were a good start...but allowing the PRC telecom company to sell it's poison in the US?
