They play for different audiences. If they declare that the relations with Russia have improved and the "unfortunate incident" of shooting down the Fencer is now behind the two, perhaps as still being an ally to the US, you might say something that pleases the Americans.
It's not typical just for Turkey, it's quite common in the Middle East. Talk one thing to one person, talk something else to another. And even talk something and do another thing. Turkey-Israeli relations are even more odd and tells why people in the Middle East are genuine conspiracy theorists.
Just like the shooting down of the Russian Fencer by Turkish Fighters (which cause the 1-year long cool period): the likely reason they did that was that the Russians were bombing insurgents with close ties to Turkey, turkmen. Now if that Fencer would have veered off into Turkey for few kilometers when bombing some in Turkish eyes hostile Kurds, likely Turkey would just have issued a complaint about the incident through diplomatic channels. Or perhaps just tap the Military attache in the back for the splendid job.
