It's all a cycle.
Eventually the losers overpopulate the winners.
The losers then vote themselves winners (via socialism/communism).
The winners flee or are liquidated.
The losers slowly realize that voting to make themselves winners isn't working, when mass starvation sets in.
Loser finger-pointing ensues, some starve, some go to prison camps, some are executed.
The loser population dwindles to the point that winners can take control again.
/shrug

But at every step before starvation the losers are pretty sure that demonizing the winners and voting to take all their stuff is really gonna work, *this time*.
