Well, Trump never actually banned flights from China. He banned foreign nationals who had been in China in the previous 14 days from entering the US. This did nothing to stem the flow of returning US citizens. Those returning citizens weren't quarantined either. They were simply told to go home and self isolate.
Meanwhile, flights continued to come from Europe for another 6-7 weeks including flights from Italy on the 21st March ( a day when there were almost 800 COVID deaths).
