March 11 WHO declares pandemic
CDC warns people NOT to wear masks

Apr 3 CDC does a 180 and says you should wear a mask.


To me it appears Trump was following the lead of the Experts in Science.
Without parsing every part of that timeline, I agree. He was following the lead of experts.

The CDC said cloth masks were not effective at stopping the wearer from contracting the disease, because you are going to catch it from touching a surface with the virus, and then touching yourself, or through direct contact. This is true.

The recommendation not to wear them was to keep them available for hospital staff that need them to keep from getting spit and drool all over the place because they need to work in a sterile environment.

I don't think that people have been saying, "Don't take him literally" in that they're saying nothing he says can be taken literally. It's just that Trump could say, "It's raining cats and dogs," and the media would say, "TRUMP WANTS YOUR PETS TO FALL OUT OF THE SKY AND DIE."
