Rebooting the economy requires the following:
1) Social distancing measures to flatten the curve first before you proceed to anything else.
2) Widespread testing (including randomized RNA and antibody testing to figure out how saturated this infection is out there).
3) Research that shows we can even achieve immunity after infection/vaccination.
4) If not a vaccine, at the very least an effective drug treatment along with sufficient supplies of those drugs to apply it to everybody who gets very ill.
5) Gradual loosening of the restrictions to minimize the speed at which people continue to get infected and protect the most vulnerable from infection.
The big problems with "getting back to work" right now:
A) We don't know what is going on there because our federal government has deliberately scuttled most testing from the beginning.
B) We don't know for sure that recovery means you have even a limited immunity to this disease, with some evidence suggesting that no you do not have immunity at all.
C) We have not proven any drug treatments to eliminate or minimize all these fatalities. This remains an incredibly lethal disease for a significant percentage of the population and we have no treatment for it. Even if one of these drug treatment options is proven successful, we have no way to acquire the drugs for everybody because market conservatives and their liberal allies offshored strategic industries like drug manufacturing.
What we should be doing right now is holding our government accountable for fucking this up and get A-C sorted out. THEN we can talk about strategies of what to do. It makes no sense to talk about this when we have no treatment, no idea what the fuck is going on because the FDA doesn't allow other tests, and no idea if having the antibodies actually means a person probably is immune. Without those issues being addressed, opening up the economy is the most retarded thing you can do. For people who constantly joke about how other Americans are reaching Idiocracy levels, you sure do play the part.
