After a little research, I've found out that it is something peculiar to the UK.
Your heavy cream is equivalent to our whipping cream with a 36% fat content.
Double cream has a 48% fat content and is second only to the clotted cream of your Devon ancestors which is 55% fat.
Single cream is equivalent to your light cream at around 18% fat.
Cream top milk is non-homogenised milk where the cream separates and rises to the top.

Double cream needs a little whipping before it becomes solid and clotted cream needs no whipping at all. Both are ideal for scones, jam first if you are Cornish and cream first if you are from Devon. Whipping cream doesn't stay solid for long enough and in contact with a hot scone will turn back into a liquid and make a horrible mess.
