Well, the Iranians wanted to do lots of killings in retaliation, targets like Kerry would be the least one among them. They should kill people like Clinton, Buttigieg, Ocasio-Cortez, as well as even softer civilian on the US left - those most infuriating to or seen as most treacherous by member of the US right, like comedians, talk show hosts, media figures etc. Want American public support, pick a side in the culture war. And when all those people start dying, don't take responsibility, but have Khamenei release lots and lots of memes that only hint at them being responsible.

Shooting down a civilian aircraft is not an unintended consequence. It was a deliberate attack and great way to isolate Iran and make the US out to be the good guy.
