Umm, newsflash: "territory" has no governmental preference. People do. The majority of people are in the cities. The only reason 'territory' has a vote is the idiosyncrasy of the US constitution regarding Senators. If the Constitution fails, as the GOP apparently wants it to, those conditions no longer apply.
