It's complicated.
First of all, the RCMP decides what is banned and what is not, they don't actually report to the government, they have a mandate from the Crown to maintain Peace & Order.
So all firearms regulating is at the Mounties discretion.
The Liberals can pass a law, but the Mounties still decide how they will interpret it.
In terms of AR's, those are Restricted (to the range) already, so those won't be hard to ban.
But there are other automatic rifles which the Mounties do not classify as Restricted, so those may not be banned.
In terms of the city ban, the Liberals are in uncharted territory, the ban they are proposing is for handguns, in cities which request them to be banned, but that's not how the law works in Canada, so seems like bullshit.
Bear in mind that the Liberals are pathological liars; what they promise to get elected and what they actually do once elected are two totally different ballgames.
I see all sorts of problems for them, starting with a bunch of court challenges right out of the gate on this.
