A welfare state can break the spirit like StA says, but it depends on how it's built. If even people with light disabilities, who could work but only certain jobs and at reduced time, are simply planted on their asses collecting passive welfare benefits then that breaks their spirit.
But instead use the welfare state to build up, empower, strenghten the opportunities of the poorest and most desperate citizens, educationally, health-wise and psychologically, and you create citizens more likely to leave welfare benefits behind. Or at least reduce them. And you get citizens paying more taxes. It is citizens gifting opportunity to one another.
There are loads of pitfalls and risks involved, particularly what Dan Carlin once called "wallet rights". "I pay taxes that pay the wages of nurses and soldiers , so surely I am entitled to them giving me a blowjob once in a while". Shit like that. But it ain't a slippery slope if you know where the slope is.

This is 100% true, a patent is nothing more than license to sue. If you don't have the deep pockets and your stealer does, you're fucked. He is thinking of the caricature of conservatives he has in his head. Since he is so dishonest and lives in a hack bitch bubble he believes the worst things about his fellow Americans. He will make mention of the "welfare queen" how that was us lumping all welfare recipients as living it up while we work our fingers to the bone. Rather it was an indictment of government bureaucracy and their inability and unwillingness to root out waste, fraud, and abuse which was rampant.

Welfare Queen is a thing and it's a huge reason for the explosion of single parent households since the 1960's among all demographic groups, especially blacks.

I'm not advocating sterilization of the disabled - nor do I begrudge keeping them above the poverty line - in today's society, most disabled can attain high paying jobs - but the system is abused by far more people who are not truly disabled than the number of people who truly need help
