If we just implemented a simple rule, whereby contractors are executed every time their structure fails and takes a life or disables somebody, then I think we can clear this problem up.

Pretty sure nobody is going to build fuck all with plaster if that rule was in force.

Plastered walls are not load-bearing. It's a wall covering.

Daub and wattle is a really old practice for insulation. It is not load bearing at all. You could probably break through it with an implement and dedication.

I don't think it's for insulation. It's for dividing walls. The timber frame bears the loads.
An old medieval house is pretty environmentally sound. Materials such as wood, stone, clay, straw. All locally sourced and very few energy-intensive materials like metal or glass. Even nails were used sparingly, most carpentry joints were mortise and tenon. A thatched roof has high insulation properties and is a by-product of farming.
Shame we can't all go back to living in houses like that.

Plaster structures are just piled rocks with mortar to keep them in place and then covered with a plaster exterior.

If you want to die like a proper Roman in 4.0 earthquake, then go for it.
