No, it isn't. He paid the minimum charge and tried to deprive the council of my minimum charge. It's right there in black and white on the ticket and the ticket machine. He was risking a fine for both of us and virtue signalling while he was at it.

Having watched alot of the Stop Kham guys' videos, I feel confident saying they wouldn't give you one of their stickers for your sorry excuse of sticking up for the law.
