I think the Chernobyl disaster is a great example how people react. And no, the HBO-series wasn't really serving justice to reality. Less than a hundred people died from the direct causes, and long term deaths globally are projected to be anywhere from 4 000-16 000. But the panic resulting from the disaster, made hundreds of thousands of women to terminate pregnancies. The long term deaths are pretty much comparable to the long term deaths due to dust from the world trade center collapse.
But the panic effectively put a stop to development in nuclear power, leading to more use of coal, which has a way higher death rate per gigawatt than nuclear power.

NYC, Chicago, Dubai, DC, Mumbai, Beijing, etc - total chaos.
Even a smaller one would incite an unpredictable panic, aside from the obvious damage to infrastructure. People across the globe would start stockpiling, and governments would all scramble at once to protect the planet.

Chicago or NYC - stock market and most international banking halted for months. Those are critical centers for finance.
Beijing - obvious chaos for 1/7 of humanity.
Mumbai - most American IT infrastructure collapses.
