Could the President of the US write an Executive Order to have term limits for Congress?
Could the president of the US write an executive order stating that a person that holds a congressional seat can not hold said seat for more than two terms, and that congress must ratify the law in its entirety?
I ask this because of the abuse Bill Clinton and Obama did (going to war, and pretty much writing laws from the desk of the presidency using executive orders) Could trump force congress to write a law?

No. Would require constitutional amendment.

You'd have to pass an amendment similar to that one, but for House and Senate members.

On a serious note, I'd argue that support for term limitations of any kind are tacit admission that the raison d'etre of democracy is false.

If the demos cannot be trusted to make the decision to elect a new politician to some office, then nothing they vote on can be trusted. It's fundamentally flawed.
