The idea is to prevent violent crime.
Just waiting for violent crime to happen leads to violent crime.
For legal reasons, we are not threatening to destroy U.S. government property with our glorious medieval siege engine. But if we wanted to, we could. But we won’t. But we could.

You want to imprison people because they might commit violent crime?

"The Washington State Democratic party adopted this code of conduct and has asked all local political party organizations to adopt it as well. This code sets the basic expectations for conduct and behavior by our party members in dealing with each other and the general public. The procedures document establishes an objective protocol and method for handling complaints from our members on others who they believe have violated the code."
Screenshot? It's not that I don't believe you, but this would be huge and should be newsworthy if this is legit.

Depends on the code itself. A code of conduct by itself is not bad if reasonable.

No. I want to stop people inciting violent crime.
30 years of sectarian violence is enough.
Chanting about the Battle of the Boyne to a bunch of Catholics is incitement.
