Perfect is the enemy of good. I'm all for fiscal responsibility, but at the end of the day, no matter how effective a plan will be if implemented, if it can't pass then it simply can't be effective. If you get working on that sales pitch and make your cheaper more effective plan politically feasible, than that all could change. Alls I was saying from the beginning; waste of money, not effective at all, could be spent in other ways, which would be far more effective, and, if they went high-tech instead of concrete and rebar, much more value added in terms of spin offs.
