Monolithic race-states exist all over Africa and within nations of the Middle East. They are among the most backward and violent cultures on Earth. On the opposite end of the spectrum, the most powerful military, economic, and culturally influential nations on earth are multi-cultural, "civic nationalist", western nations.

Even long ago, civic "coalitions" dominated little mono-cultural nations - look at Alexander the Great to Genghis Khan.
You couldn't be more wrong if you made concentrated effort to find some way to do so.

I really cannot think of one, dude. The closest I can think of are nation states of one dominant ethnicity that rule over a few minorities (like the United States prior to the 1960s), but that's it.

Everything else is Austria-Hungary, dude.

Yugoslavia.
Iraq.
Syria.
Rwanda.
