Wow, this is awesome! So, the police should only respond to crimes, never patrol, or do any crime prevention. The FD should respond to fires, but never inspect structures to see if they're dangerous, and of course we should have no ridiculous bureaucracy enforcing building codes to prevent fires. If I get your drift, the military should only respond to active threats, never garrison as a preventative or study possible enemies, and of course we don't need a State Dept bureaucracy to try and prevent wars, an approach recently put into action by Secretary Tillerson firing much of the Dept. And of course there would be no one to even respond to corporate attacks on workers or the environment, never mind prevent them. A perfect Libertarian world!
BTW, regarding education: Britain, France and Germany were basically the most educated nations on earth in the early 20th century, that didn't stop them from violence on a massive scale, using that education to create ever greater weapons of mass destruction. Good luck legislating common sense. See my 1st paragraph for proof.
