It's the intent and the delivery, I think.
One is intended to be funny and references pop-culture figures.
The other is intended to repeat tired talking points one more time, and is presented in an unimaginative green-to-red panel format.
Pro tip to artist of all stripes: If your ultimate motivation is to preach some tired talking point with your art, it's 99.9% likely you're going to fail.
Commenting on a situation is entirely different than beating an ideological drum, and it's often what separates the greats from the masses of failures.

My meme wasn't posted to make anyone laugh. Its intent was to wipe the smug sense of satisfaction off your faces and by the reaction it worked very well.
