Japanese have far few international exploits than most cultures.
There two main events, invasion of Korea, and world war 2 are both unique circumstances. First complete unification and inability to convince the world to leave them alone respectively.
Japan confining whaling to their own waters is very realistic for them, and within their prerogative.

It's totally within their sovereign rights - the issue is whether they should do it. Japan is not the fucking PRC - they're somewhat Nobel (post war)...they should know better....they really want whale meat that bad? Or is it something for posh businessman to serve at their house for parties?
Guess I just expected better of the Japs........
