When I work 8 hours, there are absolutely a few hours I am most productive.
Not remotely the same as “the most productive people work less hours”
The most productive people work more hours.
People are most productive during a subset of those hours they are on the job.

Because 74% of working age Germans have jobs and only 52% of Greeks.
Greeks are lazier under your definition.
It just looks like more because more and more of the lazy Greeks drop out entirely.

Can we all agree that if, say a German furniture factory can manufacture and ship out more high quality furniture products than its Greek competitor during one hour, the German company is the more time efficient one? I'd call that being more productive, too, but what else would you guys call it?

I already explained this to you. Factor in the fat ZERO that about 20% of the able workforce puts in each week, and the average workweek for Greece ain't all that great. What you can’t figure out is that just because you work less-hard at something while producing more doesn’t mean you go home early in the US.
That is why the US is where it is, and England is kicking the can down the road for responsibility and bending over and take it up the ass by the EU happily.
