I'd figure if Syrians are already willing to return to the giant, smoldering, broken rubbish dump that is Syria with a high risk of terrorism and fighting still on-going, the number of returnees will probably rise later. Even if Assad wanted to punish some of the refugees (alot of deserters, for example), he'll need to get an economy up and running again.
Could still take years before the last fighting ends, though. Idlib is the last stronghold of some AQ, Saudi and Turkish backed groups and they will lose soon, but Assad still needs to either negotiate or fight the Rojava Kurds if he wants to regain full control of the country. Hoping he opts for the former, but he seems to be in a strong enough position militarily now, that he might opt for the latter.
Meaning we could get a trickle-back of a million Syrian Arab refugees returning home... only to soon get a second refugee crisis on our hands from Kurdish refugees. And this time, I doubt Turkey will want to take the brunt of the refugees. They prolly feel they have enough Kurds as it is.
