It was smart to put the fence a small distance inside Hungary. That way they can eject trespassers without formally deporting them. Saves a lot of time.

There are attempts being made. A couple of people every night. But they have night vision cameras, motion detectors and stuff. Motorized patrols pick up the trespassers and immediately eject them out the nearest gate.
