Because it disincentivizes the promotion of the identities they want to expand upon. Gaming is too White and too misogynistic. At least some of them have the decency to talk about quality control. Valve was supposed to crack down on clones, and assets flips not content control. TBH that school shooting game was crap and booting it on QC grounds would've been enough for me. I think he represented both sides pretty well. The idea of "legality" is incredibly vague, and so is the idea of "trolling". They've basically tried to weasel out of the conversation entirely, while leaving themselves carte blanche to enforce whatever they feel like.
Enforce something, or enforce nothing, just have a coherent stance.
