The govt doesn't need a Pearl harbour event to gain support for a war when it can get that with dodgy dossiers from the intelligence services just as easily.

Dodgy dossiers, maybe that's just a British expression, refers to the intelligence reports which stated Iraq had WMD's and could launch them within 45 minutes. Now completely discredited. Was seen as justification for the invasion of Iraq.
