Yep, and it wasn't enough to bring down the towers. Therefore, it's pretty safe to assume that no matter which story is true, it was determined that something different needed to be done. And since nobody would believe that Al Qaeda infiltrated the building enough to place synchronized explosives everywhere, we can assume that this was the best way to accomplish their goal.

I think de o was talking about the 1991 bombing which failed to bring down the Towers. I think that the plane highjacking plot was put in motion not to long after that.

Investigators determined that the vehicle had been rented by Mohammed A. Salameh, one of Yousef's co-conspirators.[23] Salameh had reported the van stolen, and when he returned on March 4, 1993, to get his deposit back, authorities arrested him."
