Curing Failed Societies

Societies exist to propagate themselves, so no imposition can be placed on the reproductive capabilities of women. I don't like it but I accept it. Unfortunately, a huge number of the children in those failed cultures are being reared by incompetent people, indoctrinated with unsavory goals, and surrounded by others like them. Not all nor everything is incompetent but how much do you need to infect everyone?

I'll go out on a limb with a few suggestions:
1) Huge push for voluntary birth control. Pay women NOT to have children. Stop positive reinforcement of the failed culture of more-money-for- more-children.
2) More free-babysitting (public school), longer hours, including meals, positive examples, manners.
3) At puberty, when we start losing the young men, ship them away to Skills programs, military-like training, CCC opportunities.
4) Make-work jobs for everyone at risk.
