Without an adversarial relationship, an organization cannot balance, it will get heavier & heavier on the side of self-dealing until it collapses. The U.S. isn't at war with ISIS, or Russia, or China, it's at war with itself: those who get money from Government vs those who pay for it. This is the most dangerous threat to America in the long term. Just the promised but not paid for public employee retirement obligations would turn taxpayers into serfs. The solution is to privatize almost all government functions except oversight (and the military for obvious reasons). This is not a let private industry run them & make profit solution like Conservatives talk about "privatization," it is different in that it means spending the same amount or more on the bidders, with Government setting the objectives, and regulating. Let the private companies do the adversarial fight with their employees, full-on collective bargaining, and if one side beats the other too far into failure then Government simply takes the next bidder in line.

Try dozens of methods of incarceration.
Try dozens of methods of public transportation.
Try dozens of methods of licensing.
Try dozens of methods of maintaining public areas.
Methods & people that don't work out go into the trash.
