I do not understand why you would want a system where those in power can just decide when there will be an election. Just another tool to manipulate elections in the favor of the current ruling people.

It hasn't actually been that much of a problem in my experience.
Calling an early election is actually a stupid move most of the time... so it doesn't usually happen.
