I agree with Hash in that it's up to the locals to make their town attractive to others. Money from jobs is what causes people to move.

As for the article, the slow down in moving. I would say that is to ever increasing public safety nets. People don't have to move to get money, they can just say fuck it and get free shit from the Govment

During the dust bowl people had to move, no safety net, your in the soup line from a church. Detroit, fuck it, stay there, get your EBT food stamp card, buy smokes and drink poisoned water. Because when the tax base is gone, sure the welfare queen gets paid and gets her free Obama phone, but there is no tax base to maintain water and sewer.
