Database Options

Looking for some advice on cloud-based database options. My dad asked me to look into setting one up for his company.

Scope: about 150 clients, keys, cleaning supplies, 100 employees.

Functionality: Automated operational reports sent to email or phone app, customer notes/issues, building key and equipment inventory management. Possibly building into CRM, employee management, and Financial data later.

Like-to-have: Employee timeclock tracking via phone app.

I'm fluent in SQL, and Crystal Reports, but not familiar with the cloud-based options available. It looks like I can set something up in Microsoft Azure for around $5/month, and a lot of hard work, but there's no front-end as far as I can tell, and no SSIS Or automated reporting features. So does this mean learning to create a phone app from scratch? Where would one start with that?
