There should be a medal awarded to civilians who carried out acts of heroism that would otherwise have resulted in a service member receiving a major medal. That's it.

If some guy saves a room full of people from a Muslim terrorist.. that guy deserves a medal. If a servicemen were out and about in his civies and did that, you better believe he'd get a medal for it. So should civilians.
