Had a good read from Matt Taibbi in Rolling Stone about what a disaster the Pentagon bookkeeping is. They truly have no idea what they spend, or where their assets are. They lie to congress about what they spent last year to get the same or more next year, but it's all nonsense. The one goal is never to get less. Every attempt to audit them for the last 30 years has failed, but no one is willing to just cut them off till they get their shit together, because..........campaign donations. They literally spend billions on trying to audit every year and get nowhere. Taibbi didn't discover this, but he summed it up masterfully. Don't like him? just google Pentagon+audit.

The audit is legally required and the public conception of what the audit will show, even if misplaced, makes the audit politically required. At some point, however, the voices of doubt will get louder. Some, dissatisfied that the audit has not uncovered massive abuses, will likely accuse DOD of hiding the savings that they are sure should be there. But these voices will lose credibility over time. Others will gradually become disillusioned. They will question the whole enterprise and propose dialing back the costly effort once agencies achieve, or get close to, a clean opinion.
