"Keep your friends close and your enemies closer"?
If you don't trust him keep a close eye on him... but maybe best not to fire him...
He may do less damage to you on your team than on your adversaries team.
This decision can only be made after an analysis of the potential harm that he can do in either scenario.
The main thing with a guy like this is that you tried to trust him and you aware that this is not possible... so the best route can't involve regaining trust because he burned that bridge.
No reason you can't limit the damage by keeping him within your range of surveillance.

Walk through very carefully a worst case scenario.
And not a he fucks you to his advantage scenario.

NDA's don't always mean he can't fuck you, just that he has to fuck himself too.
Just because it will be difficult for him to profit from fucking you and get himself fucking sued doesn't mean he can't fuck you.

Next point, would be timing.
This doesn't sound like the kind of thing that is an instant threat to the business. Moving fast may feel like the right thing... but there is a good chance isn't not. Just sounds like you want to move fast because you have made the decision already. Though I am sympathetic to the pull the bandaid theory, I haven't seen you lay out the specific reasoning why that is the case.
For example, does this person have specific customers he is lead contact with? It could be in the businesses best interest to find ways of forcing others to participate with those contacts prior to confrontation.

Just an update for ya’ll. Thanks for the advice.
We told him he was almost fired and we better not see $2 in bad charges.

I told him the details don’t matter, it’s the fact there was illegitimate charges.
I purposely avoided asking for an explanation. I just said if it happens again he is gone. I think he was relieved he didn’t have to explain himself.
Once it was decided we were keeping him I couldn’t ask. Because he would lie to me and I would be forced to get rid of him.

Sounds fairly judicious. So, you guys have set a policy now. Get caught, you get one warning and then your gone on the 2nd offense.
But I'm telling ya
He's having an affair. Wife watches him closely, so he pays for his side fun with the Company account. Now he needs to find a new way to finance his affair(s)$800 charge at Macy’s, some resort for $500 etc... He wasn’t paying medical bills with this, it’s pretty clear it was lifestyle spending
