The thought that abuse is rampant is no longer valid. It used to be a huge issue, but not anymore. I think providing goods instead of SNAP card will add to the cost - you need far more employees to purchase food, get the food, sort the food, pack the food, distribute the food than you need for employees to cut checks.

Any level of food stamp "abuse" doesn't matter in the first place. Do whatever the hell you want with the money. If you wind up starving on the street corner, that's your problem.
