The point is a pure democracy is the guaranteed form of government where the needs of "the most" are serviced. I'm not sure I agree with you there. Many corrupt and inefficient democracies have not served the most. My own government in seeking a hard Brexit are not serving the most when you take into account many of those who voted for leaving would prefer a soft Brexit.
For legal reasons, we are not threatening to destroy U.S. government property with our glorious medieval siege engine. But if we wanted to, we could. But we won’t. But we could.
