Where would you stand on the government picking the 'best and brightest' to go into the government shelter and rebuild afterward.

In the Film the government didn't attempt to save as many as possible. If they'd have been trying to save as many as possible. They would have told everyone years before what was going to happen and allowed people to do their best to make their own arrangements.

The problem is having no advance warning, or very little. There are some large asteroids we know about, have a good idea of their orbits (presuming nothing else hits them and changes their course), that we know will come close "next year" or "in 2023" .
It's the ones we don't know about, coming from sunward... There have been a few fairly close flybys in recent years that nobody knew about until they were 2-3 days away. Then what do you propose they do? Any announcement would bring total panic.

NYC, Chicago, Dubai, DC, Mumbai, Beijing, etc - total chaos.
Even a smaller one would incite an unpredictable panic, aside from the obvious damage to infrastructure. People across the globe would start stockpiling, and governments would all scramble at once to protect the planet.
