They sent everybody stuff trying to get us all to Work To Rule.
Aka trying to get engineering to log every email minute into the time clock.
Perhaps some did, but not in my area.
There was however a generally accepted rule that many use, when they got really busy.
Set it up so that the email audio bing on the blackberry only went off based on a whitelist of emails. Which generally included your boss hierarchy and select peers. So sometimes, folks would need to bother my boss if it was that important so that my phone would bing.

I'm not concerned about whether or not you get paid for work outside normal hours. I object to someone being forced to work during their ''free'' time. What excatly is it you're imagining prevents someone getting paid for their service, just because they are called to respond to an email in their off hours?
