Now, about getting it to 70%...

First you need a State with plenty of resources. Then set up government programs aimed at education for adults, retraining into high demand jobs, complementary education for people with a foreign degree, so they can work in your country. Then incentivize hiring by lowering things like payroll taxes for the group that needs be integrated. Maybe pay some of the paycheck for a while. Make sure subsidies are set up in a way, so they don't discourage starting to earn money.

It is hard to minimize waste. There are a lot of grifters and imposters who want to get in on the action when big government programs are put in place. Getting the civil servants to do actual creative work instead of just checking boxes is also a challenge. Regulation and responsibility.

The best solution for Sweden would be to stop the immigration of so-called refugees. The 1951 Refugee Convention and the 1967 Protocol in particular has to be scrapped. That system doesn't work anymore. It was set up to handle the refugees after WWII and after that the people fleeing across the Iron curtain. It was never meant to incentivize mass migration from "Shit Hole Countries".
