Well, the Canadian military is small, but pound for pound it's actually reasonably well equipped for what we use it for, it's not like we have use for massive formations of conventional forces, but it's not like the units aren't equipped with top o' the line NATO military hardware, I don't want to waste money on things we're not going to use, there's no requirement for us to project power, so it's not like we need an aircraft carrier or anything like that, but it terms of the scale that we operate on, the Canadian military actually spares no expense in terms of kit.

Also bear in mind, a lot of military hardware has more to do with MIC pork than it does with quality, very often the newest fanciest most high tech and expensive kit is actually junk and the kit it is replacing is better, aint broke don't fix it, we tend to stick with the tried and true, until such time as the new kit actually proves itself to be both necessary and an actual improvement.
