Living in a balloon city in the upper atmosphere of Venus?? Are you fucking kidding?
1) Balloon city needs enough bouyancy to also hold enough heavy rocket ships to evacuate people into a stable orbit for rescue if something goes wrong. Because:
2) The best probes Russia could build lasted all of about thirty seconds on the surface before the metal melted into a puddle. There's no egress to the surface.
This is the type of stupid shit planetary scientists say all the time. NASA for decades puts them out front as if they are the ones who build these ships and can get them to those destinations, but that is done by engineers. The people you see in interviews have their science projects along for the ride.

Obviously by my posts, I'm not taking them very serious.
I agree fully that the first step is to build a workable Lunar Colony. And, while I don't know much about it, I'd think getting Asteroid mining going on the moon or as a base for mining, would be the next step.

A lunar base is actually extremely challenging because you have to keep the soil *out* of the habitat. It would be safer to bring Earth soil somehow to grow food.
You'd basically need a totally sealed off base, with only access directly to space for shuttles. Going out on the surface would recquire detachable rovers that you enter through sealed ports from the habitat.

No less challenging than a Mars base/colony other than lower gravity.
