This is my understanding of the term:
Marxism says that someone with more money than others can only be in that position by oppressing those with less. It is materialist and says that conflict boils down to economics. It divides all people into oppressor and oppressed.
Cultural Marxism takes the same oppressor/oppressed model and applies it to cultures/societies rather than something material. For example, if Western society is culturally dominant then it must be oppressing other cultures and it should be overthrown.

I would caution to take Cid with a grain of salt. He doest see culture marxism because he fully practices it. Free speech is a mere suggestion. He had sympathies for the feels of the Charlie Hebdo attackers, he defended and batted not an eyelash when a state school kicked those kids out of school for a racist chant, and he is on the wrong side of even landmark legal cases regarding free speech. Namely the Nazis of Skokie, Illinois.

So, no, welfare is not redistribution. Modern welfare is just a symptom of trying to screw as many people in an economy as lax regulation and systemic corruption can allow.

The only oppressor to culture I've observed is the trailer park corrosion of the right (though the SJWs are trying to catch up, because in a race to retard finish the people who always got a trophy sometimes don't know when to quit.)
