Realistically, it probably needs to get closer to zero before it becomes a problem. With all this cheap, high-tech running gear available, the bigger problem is coming up with a plan to shed layers as you run.
Those old poly-pros we were issued don't hold a candle to Adidas and UA.
That base layer shirt.. I was totally dry on my chest, but the sweater layer I had on top of that was soaked.
