We already do this for credit. It doesn’t have to be public record, just a note to the applicant.
But how fair would it be if you could never see the score, or what affected it?
I would let people we don’t choose know all day why I didn’t pick them if I wasn’t opening myself to a lawsuit by doing it.
It’s considered risky that I simply pay them the courtesy of letting them know I chose someone else.
I agree it’d be nice to let people know why they weren’t chosen but it’s a stupid stupid idea without tort reform.

You can be very qualified but if I don’t think you’ll fit into the culture I’ll choose someone else. Hiring isn’t always points or most qualified, intangibles are important.
With that said, plenty of idiots doing hiring out there. I recently read in article where they said it’s harder to get hired if you live more than 15 miles from work because the employer is scared you won’t make it during inclement weather... fucking seriously? But it’s their right to be idiots, in fact I hope all my competitors hire with such logic.

Also, only list educational credentials commensurate with the job for which you are applying. If you are applying for a the basic software engineering job, for example, list your bachelor's degree and maybe your master's degree, but definitely never volunteer that you have a PhD if you have one. If you are that same guy and life is tough, so you submit a resume for an IT job, then don't necessarily divulge even the master's degree unless it's pertinent to the job.
I have seen LOTS of resumes get trashed in engineering meetings because the person was "over-qualified". But the reality is that the people making the decision are threatened by it. You have to not pose an obvious threat to the people making the decision, and often input comes from the entire team.
I think people would be really surprised at how frivolous hiring practices actually are if we were to somehow aggregate the decision data. It's mostly based on who you know and whether you are a threat to the people making the decision. Your qualifications come after those two things.
Most of the time, you should know that your resume was rejected because they hired the friend of somebody who was on the team and the team member could vouch for the person, so you were not selected. That's probably 95% of the time since most jobs are filled by connections. After that, it's the qualifications, but if you are too qualified, you are out.
