I don't think so.

I'm a project manager and I deal with contractors and government officials all the time. I just say. The contract says, XYZ. Your getting paid to do XYZ, if you don't there are consequences. Or, you paid for XYZ, if you want A and B too, you need to pay for it. I don't get emotional, it's just business. Even when someone tries to pull a fast one, I just say call them on it, apply the appropriate fix and move on.
